Passageways program. The Safe Harbor ? Passageways program opened last September, 2014. Safe Harbor offers shelter, housing, supportive services and mental health services for youth victims of sex exploitation. Passageways is our shelter and housing program which is in the building formerly known as Safe Haven. This program is actively open and serving youth ? shelter side has 6 units ages 13-17 and the housing side has 5 units ages 18-24. We are seeking advisory members to support our staff and programs with outreach, education, advocacy, volunteer recruitment, fundraising, donation drives and so much more.
