What caused this need?
The daughter used all spare funds to move mother back to Belle Plaine from Arizona to flee an abusive situation. The mother is insulin dependent and if the electricity is shut off at the end of December she will be unable to keep her insulin refrigerated. All other bills have been paid on time. Mother even volunteered to pay Xcel in installments as her Social Security check arrives the 2nd week of each month. Xcel said that was not an option.
