What caused this need?

Single mother of four children ages 2-9 w/cognitive difficulties living on $730 SSI/Disability. Youngest child put a toy down the toilet which required a plumber & Roto-Rooter. The bill was paid by landlord but requires reimbursement to prevent eviction
