What caused this need?

I am working with a family that is doing extremely well with their case plans and making positive, safe changes for their children. The children are currently in foster care but the court has approved for the children to return home after conditions of the court are met. The parents continue to work hard in maintaining their progress and housing is one of these conditions. They are struggling to find housing, specifically in the Shakopee area, that will accept their housing voucher. I am looking for any leads or suggestions on housing that accepts a housing voucher. The family has gone through the list provided by the CDA with no luck and are looking at private landlords to rent from due to criminal history.
