What caused this need?

I am working with a family of 5 who have been homeless for a while. They were able to find an apartment to rent and will be able to afford this ongoing due to a housing voucher. In order to reunify with their children, they need to have stable housing. They cannot afford the deposit in a timely manner and I am looking for assistance towrads this deposit so their children can return home sooner than later.
