What caused this need?

Family was homeless from August to November, but are now finally in a home that the dad is doing the construction on himself. Dad works construction and does not have enough money at this time to pay the bills and support his three children and their mom. Mom is currently unable to work due to mental health needs and her responsibilities related to caring for the children.
