What caused this need?

Client took in two young family members without notice. Circumstances led to a major , 1 time decrease in income. Client is looking for a cheaper apartment, but to do so must avoid eviction or late-due rent. Foster care support has been delayed due to information error in system that is being rectified, but taking time.
