What caused this need?
Cell phones are necessary tools for almost anyone to be able to communicate, access resources, provide some safety, etc. Many crime victims often loose their phones because they are damaged, stolen or seized as evidence. Being able to immediately provide that victim with a phone and a months service would provide them with an essential resource !
