What caused this need?

After an 8 year wait, this family was awarded Section 8 housing. Prior to moving into their Section 8 housing, the mom had fallen behind on her light bill due to the rent amount they were paying at the time, $1,375. Since being in the Section 8 housing the mom has been paying $500/month on the light bill which is now current as well as a car payment. With the light bill current the mom can afford the December rent but does not have money to pay the November and October total of $838.00. This mom is working as well as a student.
