What caused this need?

A single mother who has a TBI and other mental health concerns has been working hard at getting her home clean and free of clutter. She has been able to get rid of the hazardous items such as mold and feces. And wants to make the home liveable for herself and her young son who is currently staying with a neighbor. The mother keeps violating city codes due to her having too much stuff outside, resulting in additional fines and incarceration. The mother had a lapse in her social security benefits and has reapplied in hopes to have a steady income.
